  1. Translate the owner's objectives into a technical brief, performance requirements and clear responsibilities.

How is this different from an EPC contractor?

An owner's engineer advises and represents the asset owner's technical interests. Construction delivery and contractor warranties remain with the parties appointed to undertake those works.

Can you join after tenders have been received?

Yes. A defined review can compare technical scope and exclusions, although early involvement generally offers more opportunity to resolve design and procurement gaps.
